She had a sibling and a brother. As a young girl, Smart relocated to Stockton, California, with her family. She attended Lincoln High School in Stockton where she received her diploma in 1995. She was employed as a camp instructor and lifeguard at Camp Mokuleia in Hawaii prior to going missing.

On May 25, 2002, the sixth anniversary of her disappearance, Smart was ruled legally deceased. One of the three students who escorted Smart to her room, Flores, was sued for wrongful death in 2005 by Smart’s parents, Denise and Stan Smart. James R. Murphy served as the Smart family’s pro gratis attorney.
After Flores invoked the Fifth Amendment, the lawsuit was dismissed for a lack of proof. The Flores family sued the Smart family for emotional anguish in 2006 or 2007, but there was never a ruling in their favour.
Throughout the years 2011 to 2016, the San Luis Obispo County Sheriff’s Office invested tens of thousands of hours and money into the investigation. She was listed by the FBI as a high-priority missing person investigation, and a reward of $75,000 was offered for information that helped locate her or put her case to rest. A man from the Delta region named Terry Black offered a $100,000 reward for Smart’s remains.

At the Monterey County Courthouse, two distinct juries that were deliberating on the case concurrently on October 18, 2022, found Paul Flores guilty of first-degree murder and his father Ruben Flores not responsible for the crime.
The utmost punishment for Ruben Flores was three years in prison. One juror on the Ruben Flores case told Judge O’Keefe that he had discussed this case with his priest for “spiritual direction” as it “was causing him stress”.
Deliberations restarted after that jury was dismissed and a replacement was sworn in. On March 10, 2023, Paul Flores received a 25-year to-life term.
