According to the allegations, Casen Carver, 18, and Everett Lee, 28, are each accused of one count of principal to third-degree rape.
Records show that at the time of her death, Brooks’ blood alcohol level was four times the legal limit. The victim and the four suspects allegedly met on January 14 in a bar, according to authorities.
