LaPere, who served as the CEO of EcoMap Technologies, was reported missing on Monday, September 25, 2023. Police said she was later discovered with a blunt head injury. Although it had been reported that she had been discovered dead inside her lavish Mount Vernon apartment, people familiar with the investigation told the Baltimore Banner that her body had actually been located on the roof of the structure, horribly battered and only half-dressed.

After being battered to death, Pava LaPere’s body was found on the top of her posh Baltimore apartment building. The people who knew her and worked with her have described Pava as one of the town’s “brightest stars” and a “compassionate visionary force.” In connection with the murder of Pava LaPere, a warrant had been issued for a 32-year-old man, Jason Billingsley. Billingsley is a suspect in at least one further crime, according to acting police commissioner, Richard Worley. 

Billingsley is known to have a significant criminal history that dates back to 2009. While authorities continue their extensive manhunt, he is still at large. The culprit, who is 6 feet 4 inches and weighs 305 pounds, was given a 30-year prison term in 2015 but was released nine years later, in October 2022. Why he was released so quickly is unknown.
