Hipkins was one of dozens of first-year students detained in September 1997 while demonstrating in Parliament against the Tertiary Review Green Bill. After the case was litigated in court, the 41 protesters received an apology and a payout of more than $200,000 ten years later. Despite police assertions that the demonstrators were violent, the judge determined that there was no justification for an arrest because the protest was peaceful.
