Tan See Leng is a Singaporean politician and former medical practitioner who has been serving as Minister for Manpower since 2021 and Second Minister for Trade and Industry since 2020.

In 1964, Tan was born in Singapore. As the only child, he was raised by his mother, a homemaker who worked as many odd jobs as she could to ease the family’s financial burdens, and his father, Tan Seow Chiap, an SBS bus timekeeper.
He had been given away to a Cantonese-speaking nanny to be taken care of, spending the weekdays with her at Sam Leong Road, right next to Desker Road. He only visited his parents at their rental home in Toa Payoh on the weekends. He remained in this situation until he was five or six years old.

Tan launched Healthway Medical Group in 1992 when he was 27 years old with a group of friends, using a bank loan of S$90,000 and initial capital contributions of S$5,000 from each of the original partners.
He expanded the organization to become Singapore’s second-largest private primary care group while serving as the company’s co-founder and chairman. He was successful in selling the organization to British United Provident Association Healthcare in 2004.
Tan began working for Parkway Holdings in 2004 as the Mount Elizabeth Hospital’s chief operating officer[8] before being elevated to executive director of Pantai Holdings, chief executive of Pantai Hospitals Division, and head of Parkway’s Malaysian operational division until 2008.
Tan served as Parkway Holdings’ and Parkway Pantai Limited’s group chief executive officer and managing director from 2010 to 2019. He served as the managing director and chief executive officer of IHH Healthcare BHD from 2014 to 2019.
His contributions during his tenures include leading the mergers and acquisitions of Acibadem Healthcare (Turkey), Fortis Healthcare (India), and numerous hospitals throughout Asia.
He also delisted Parkway Holdings in 2010 and relisted IHH Healthcare in 2012 into one of the largest initial public offerings in the world in 2012. He also expanded and grew the group from 15 hospitals in 2009 to 84 hospitals by the end of 2019. IHH Healthcare Berhad has received numerous honors under his direction, including the Best Managed and Best Overall Corporate Governance Poll Awards from Asiamoney in 2016.
